Lao gov't strives to increase aid effectiveness

VIENTIANE, May 18 (Xinhua) -- The Lao government has vowed to increase aid effectiveness via proper management in order to maximize official development assistance (ODA) for national development, government officials have said.


  
The Lao Ministry of Planning and Investment on Wednesday officially launched the ODA Management Information System (ODA-MIS.Gov.LA) to centralize aid management to ensure the most effective use, local daily Vientiane Times reported on Friday.
  
In his remarks at the launch, Minister of Planning and Investment, Souphanh Keomixay said without such a system previously, management and information collection concerning ODA from central and local state departments was not accurate and centralized.
  
Ensuring aid effectiveness is seen as critically important in order to mobilize and secure assistance from development partners to finance national development activities.
  
"ODA represents somewhere between 12-16 percent of the total investment needed to finance the national five-year socio-economic development plan for 2016-2020," according to the minister.
  
The total investment comes from four financial sources, state investment, ODA, private investment, and bank loans or credit.
  
According to commitments given by ODA providers, Laos is expected to receive 9,062 billion kip (some 1.1 billion dollars) of ODA in 2017, up by 433 billion kip (some 52 million U.S. dollars) compared to the expected target, Souphanh told the cabinet in last September.
  
Souphanh told Wednesday's launch that in the future, the ODA-MIS.Gov.LA system will be developed further and integrated with the Government Finance Information System so that state revenue collection and expenditure is managed nationally through the system.
